Beijing is rescuing citizens from ten countries who are trapped in Yemen while Washington is not even rescuing its own trapped citizens because it is too busy refueling Saudi jets for more criminal airstrikes on Yemeni civilians and infrastructure. It's pretty obvious why one is a rising power and the other is a declining power.
